[175] Then the Blessed One, on account of that occasion and in that connection, having had the Saṅgha of bhikkhus convened, questioned the bhikkhus: "Is it true, as is said, bhikkhus, that the bhikkhu Channa, having committed an offence (āpatti), does not wish to see the offence?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked him: "It is unbecoming … How, bhikkhus, can this foolish man (moghapurisa), having committed an offence, not wish to see the offence? Bhikkhus, this is not for the confidence of those without confidence …" Having rebuked him … having given a talk on the Dhamma, he addressed the bhikkhus: "Well then, bhikkhus, let the Saṅgha carry out against the bhikkhu Channa an act of suspension (ukkhepanīyakamma) for not seeing an offence, with non-communion with the Saṅgha.
"And thus, bhikkhus, should it be carried out. First the bhikkhu Channa should be charged; having been charged, he should be reminded; having been reminded, the offence should be laid upon him; the offence having been laid upon him, the Saṅgha should be informed by a competent and capable bhikkhu:
"'Venerable sirs, let the Saṅgha hear me. This bhikkhu Channa, having committed an offence, does not wish to see the offence. If it is the right time for the Saṅgha, let the Saṅgha carry out against the bhikkhu Channa an act of suspension for not seeing an offence, with non-communion with the Saṅgha. This is the motion (ñatti).
"'Venerable sirs, let the Saṅgha hear me. This bhikkhu Channa, having committed an offence, does not wish to see the offence. The Saṅgha carries out against the bhikkhu Channa an act of suspension for not seeing an offence, with non-communion with the Saṅgha. Whichever venerable one approves of the carrying out against the bhikkhu Channa of an act of suspension for not seeing an offence, with non-communion with the Saṅgha, let him be silent; whoever does not approve, let him speak.
"'A second time I declare this matter. …
"'A third time I declare this matter: Venerable sirs, let the Saṅgha hear me. This bhikkhu Channa, having committed an offence, does not wish to see the offence. The Saṅgha carries out against the bhikkhu Channa an act of suspension for not seeing an offence, with non-communion with the Saṅgha. Whichever venerable one approves of the carrying out against the bhikkhu Channa of an act of suspension for not seeing an offence, with non-communion with the Saṅgha, let him be silent; whoever does not approve, let him speak.
"'The act of suspension for not seeing an offence, with non-communion with the Saṅgha, has been carried out by the Saṅgha against the bhikkhu Channa. It is approved by the Saṅgha; therefore it is silent. Thus do I hold it.'
"And, bhikkhus, announce it from residence to residence in succession: 'The bhikkhu Channa has had an act of suspension for not seeing an offence carried out against him by the Saṅgha, with non-communion with the Saṅgha.'"
