[186] With three further [factors] also … [an act of suspension (ukkhepanīyakamma) for not seeing an offence] … it is done without having caused [the accused] to recall [the offence] (asāretvā), it is done contrary to Dhamma, it is done by an incomplete assembly (vaggena) … .
