[187] Also with three other [factors] … it is done without the offence having been charged; it is done not in accordance with the Dhamma; it is done by an incomplete assembly (vaggena). Bhikkhus, an act of suspension (ukkhepanīyakamma) for not seeing an offence, possessed of these three factors, is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled.
The twelve sets on acts not in accordance with the Dhamma in the act of suspension for not seeing an offence are finished.
