[290] Also with another [three factors] …: it is done without the offense (āpatti) having been charged; it is done not in accordance with Dhamma; it is done by an incomplete assembly. Bhikkhus, an act of suspension (ukkhepanīyakamma) for not relinquishing an evil view that is possessed of these three factors is an act not in accordance with Dhamma, an act not in accordance with Vinaya, and one badly settled.
