[428] The Saṅgha should be informed by a competent and capable bhikkhu:
"Venerable sirs, let the Saṅgha hear me. This bhikkhu Udāyi has committed one offence (āpatti) — intentional emission of semen — concealed for a fortnight. … Having completed the probation (parivāsa), he requests the Saṅgha for six nights' penance (mānatta) for the three offences. If it seems right to the Saṅgha, let the Saṅgha grant the bhikkhu Udāyi six nights' penance for the three offences. This is the motion (ñatti).
"Venerable sirs, let the Saṅgha hear me. This bhikkhu Udāyi has committed one offence — intentional emission of semen — concealed for a fortnight. … Having completed the probation, he requests the Saṅgha for six nights' penance for the three offences. The Saṅgha grants the bhikkhu Udāyi six nights' penance for the three offences. Whichever venerable one approves of the granting of six nights' penance to the bhikkhu Udāyi for the three offences, let him be silent; whoever does not approve, let him speak.
"For the second time also I speak this matter. … For the third time also I speak this matter. …
"Six nights' penance for the three offences has been granted by the Saṅgha to the bhikkhu Udāyi. It is approved by the Saṅgha; therefore it is silent. Thus do I hold it."
