[647] And what speech is the root of a legal issue of accusation (anuvādādhikaraṇa)? Here a certain person is difficult to admonish (dubbaca), a mumbler, one whose speech pours forth foulness (eḷagalavāca); the speech with which they accuse him — this speech is the root of a legal issue of accusation.
