[135] Now at that time a certain bhikkhu, having hung his bowl in a sling (sikkā) and fastened it to a staff, passed through a certain village gate at the wrong time (vikāla). The people said, "Look there — a thief is going by; his sword is glinting!" and having chased after him and seized him, they recognized him and released him. Then that bhikkhu, having gone to the monastery, reported the matter to the bhikkhus. "But, friend, do you carry a staff-and-sling (daṇḍasikkā)?" "It is so, friends." Those bhikkhus who were of few wishes … criticized, deplored, and complained: "How can a bhikkhu carry a staff-and-sling?" Then those bhikkhus reported the matter to the Blessed One. … Having rebuked him and given a talk on the Dhamma, he addressed the bhikkhus: "Bhikkhus, a staff-and-sling should not be carried. Whoever should carry one commits an offense of wrongdoing (dukkaṭa)."
