Vinaykathā

[300] Now at that time bhikkhus gave the building work (navakamma) to one standing outside the boundary (sīmā). They reported this matter to the Blessed One. "Bhikkhus, building work is not to be given to one standing outside the boundary; whoever should give it commits an offence of wrong-doing (dukkaṭa)."
