[527] Now at that time bhikkhunīs, on seeing a bhikkhu in a street, in a cul-de-sac, or at a crossroads, would set their bowl down on the ground, arrange the upper robe over one shoulder, squat down on their heels, raise their joined palms, and make amends for an offense (āpatti). People criticized, complained, and spread it about, saying, "These women are the wives of these men; these women are the mistresses of these men. Having slighted them during the night, now they are asking their forgiveness." … Those bhikkhus reported this matter to the Blessed One. … "Bhikkhus, the confession of an offense of bhikkhunīs should not be received by bhikkhus; whoever should receive it commits an offense of wrong-doing (dukkaṭa). I allow, bhikkhus, the confession of an offense of bhikkhunīs to be received by bhikkhunīs." The bhikkhunīs did not know: "Thus should the confession of an offense be received." They reported this matter to the Blessed One. … "I allow, bhikkhus, bhikkhus to instruct bhikkhunīs thus: 'You should receive the confession of an offense in this way.'"
