[531] Now at that time bhikkhus were settling a legal issue (adhikaraṇa) of bhikkhunīs. And while that legal issue was being adjudicated, there were seen bhikkhunīs who were liable to a formal act (kamma) and also who had incurred an offence (āpatti). The bhikkhunīs said this: "It is good, venerable sirs; let the noble masters themselves carry out the formal act for the bhikkhunīs; let the noble masters themselves receive the offence of the bhikkhunīs. For thus has it been laid down by the Blessed One: 'A legal issue of bhikkhunīs is to be settled by bhikkhus.'" Those bhikkhus reported this matter to the Blessed One. "Bhikkhus, I allow bhikkhus, having determined the formal act for bhikkhunīs, to hand it over to the bhikkhunīs, so that bhikkhunīs may carry out the formal act for bhikkhunīs; and I allow bhikkhus, having determined the offence of bhikkhunīs, to hand it over to the bhikkhunīs, so that bhikkhunīs may receive the offence of bhikkhunīs."
