[534] Now at that time the group-of-six bhikkhus (chabbaggiyā bhikkhū) exposed their bodies and showed them to bhikkhunīs, exposed their thighs and showed them to bhikkhunīs, exposed their genitals and showed them to bhikkhunīs; they addressed bhikkhunīs with suggestive speech and consorted with bhikkhunīs, thinking: "Perhaps they will become infatuated with us." … They reported this matter to the Blessed One. … "Bhikkhus, a bhikkhu should not expose his body and show it to bhikkhunīs, should not expose his thigh and show it to bhikkhunīs, should not expose his genitals and show them to bhikkhunīs; bhikkhunīs should not be addressed with suggestive speech, and one should not consort with bhikkhunīs. Whoever should so consort commits an offense of wrong-doing (dukkaṭa). I allow, bhikkhus, a penalty (daṇḍakamma) to be imposed upon that bhikkhu."
Then it occurred to the bhikkhus: "What penalty, indeed, should be imposed?" Those bhikkhus reported this matter to the Blessed One. "Bhikkhus, that bhikkhu should be made by the Saṅgha of bhikkhunīs one who is not to be paid homage."
