[535] Now at that time the group-of-six bhikkhunīs sprinkled bhikkhus with muddy water, thinking, "Perhaps they may become enamored of us." Those bhikkhus reported the matter to the Blessed One. … He said, "Bhikkhus, bhikkhus are not to be sprinkled with muddy water by a bhikkhunī; whoever should sprinkle them commits an offense of wrong-doing (dukkaṭa). I allow, bhikkhus, a penalty (daṇḍakamma) to be imposed on that bhikkhunī."
Then it occurred to the bhikkhus, "What penalty, then, should be imposed?" Those bhikkhus reported the matter to the Blessed One. "I allow, bhikkhus, a prohibition (āvaraṇa) to be imposed." When the prohibition had been imposed, they did not heed it. Those bhikkhus reported the matter to the Blessed One. "I allow, bhikkhus, the exhortation (ovāda) to be suspended."
