[550] Now at that time, bhikkhus, having accepted the exhortation (ovāda), did not announce it. They informed the Blessed One of this matter. … "Bhikkhus, the exhortation must not go unannounced. Whoever should not announce it commits an offense of wrong-doing (dukkaṭa)."
