[596] The Saṅgha should be informed by a competent and capable bhikkhu:
"Venerable sirs, let the Saṅgha listen to me. The woman named so-and-so, who seeks full ordination (upasampadā) under the lady named so-and-so, has been ordained on one side and is purified in the Bhikkhunī Saṅgha. She does not come because of some danger. The woman named so-and-so requests full ordination from the Saṅgha, with the lady named so-and-so as her proposer (pavattinī). If it is the right time for the Saṅgha, the Saṅgha should give full ordination to the woman named so-and-so, with the lady named so-and-so as her proposer. This is the motion (ñatti).
"Venerable sirs, let the Saṅgha listen to me. The woman named so-and-so, who seeks full ordination under the lady named so-and-so, has been ordained on one side and is purified in the Bhikkhunī Saṅgha. She does not come because of some danger. The woman named so-and-so requests full ordination from the Saṅgha, with the lady named so-and-so as her proposer. Whichever venerable one approves of the full ordination of the woman named so-and-so, with the lady named so-and-so as her proposer, let him be silent; whoever does not approve, let him speak.
"For a second time also I speak this matter. …
"For a third time also I speak this matter. Venerable sirs, let the Saṅgha listen to me. The woman named so-and-so, who seeks full ordination under the lady named so-and-so, has been ordained on one side and is purified in the Bhikkhunī Saṅgha. She does not come because of some danger. The woman named so-and-so requests full ordination from the Saṅgha, with the lady named so-and-so as her proposer. The Saṅgha gives full ordination to the woman named so-and-so, with the lady named so-and-so as her proposer. Whichever venerable one approves of the full ordination of the woman named so-and-so, with the lady named so-and-so as her proposer, let him be silent; whoever does not approve, let him speak.
"The woman named so-and-so has been fully ordained by the Saṅgha, with the lady named so-and-so as her proposer. It is agreeable to the Saṅgha; therefore it is silent. Thus do I hold it."
Immediately thereupon the shadow should be measured, the measure of the season should be announced, the portion of the day should be announced, the whole formula together (saṅgīti) should be announced, and the bhikkhunīs should be told: "You should explain to her the three supports (nissaya) and the eight things never to be done (akaraṇīya)."
