[580] The Saṅgha should be informed by a learned, capable bhikkhu: "Venerable sirs, let the Saṅgha hear me. This woman named so-and-so, seeking full ordination (upasampadā) under so-and-so, has been ordained on one side and is purified in the Bhikkhunī Saṅgha. She, named so-and-so, requests full ordination from the Saṅgha, with so-and-so as preceptor (pavattinī). If it is the right time for the Saṅgha, let the Saṅgha give full ordination to so-and-so, with so-and-so as preceptor. This is the motion (ñatti). "Venerable sirs, let the Saṅgha hear me. This woman named so-and-so, seeking full ordination under so-and-so, has been ordained on one side and is purified in the Bhikkhunī Saṅgha. She, named so-and-so, requests full ordination from the Saṅgha, with so-and-so as preceptor. The Saṅgha gives full ordination to so-and-so, with so-and-so as preceptor. Whichever venerable one approves of the full ordination of so-and-so, with so-and-so as preceptor, he should remain silent; whichever one does not approve, he should speak. "For the second time also I speak this matter. … "For the third time also I speak this matter. Venerable sirs, let the Saṅgha hear me. This woman named so-and-so, seeking full ordination under so-and-so, has been ordained on one side and is purified in the Bhikkhunī Saṅgha. She, named so-and-so, requests full ordination from the Saṅgha, with so-and-so as preceptor. The Saṅgha gives full ordination to so-and-so, with so-and-so as preceptor. Whichever venerable one approves of the full ordination of so-and-so, with so-and-so as preceptor, he should remain silent; whichever one does not approve, he should speak. "So-and-so has been fully ordained by the Saṅgha, with so-and-so as preceptor. It is approved by the Saṅgha; therefore it is silent. Thus I hold it."
