[648] Now at that point this conversation between the elder bhikkhus (bhikkhu) was left unfinished. Then the Venerable Sambhūta Sāṇavāsī arrived. Then the Venerable Sambhūta Sāṇavāsī approached the Venerable Sabbakāmī; having approached and paid homage to the Venerable Sabbakāmī, he sat down at one side. Seated at one side, the Venerable Sambhūta Sāṇavāsī said this to the Venerable Sabbakāmī: "Venerable sir, these Vajjiputtaka bhikkhus of Vesālī are proclaiming ten points in Vesālī: the practice concerning salt in a horn (siṅgiloṇakappa) is allowable; the two-fingerbreadth practice (dvaṅgulakappa) is allowable; the practice of [going to] another village (gāmantarakappa) is allowable; the practice concerning residences (āvāsakappa) is allowable; the practice of [obtaining subsequent] consent (anumatikappa) is allowable; the practice of what is customary (āciṇṇakappa) is allowable; the practice concerning unchurned milk (amathitakappa) is allowable; it is allowable to drink jalogi [unfermented palm-juice]; a sitting cloth without a border is allowable; gold and silver are allowable. Venerable sir, much Dhamma and Vinaya has been learned by the elder at the feet of his preceptor. Venerable sir, when the elder reviews the Dhamma and the Vinaya, how does it appear: who are the speakers of Dhamma — the bhikkhus of the East (Pācīnaka) or those of Pāṭheyya?"
"By you too, friend, much Dhamma and Vinaya has been learned at the feet of your preceptor. But when you, friend, review the Dhamma and the Vinaya, how does it appear: who are the speakers of Dhamma — the bhikkhus of the East or those of Pāṭheyya?"
"Venerable sir, when I review the Dhamma and the Vinaya, it appears thus: the bhikkhus of the East are speakers of non-Dhamma; the bhikkhus of Pāṭheyya are speakers of Dhamma. Nevertheless, I shall not yet make my view known; perhaps they may appoint me to this legal question (adhikaraṇa)."
