[649] Then the Saṅgha, wishing to decide that legal question (adhikaraṇa), assembled. But while that legal question was being decided, endless talk (anantāni bhassāni) arose, and the meaning of not even a single statement was understood. Then the Venerable Revata announced to the Saṅgha: "Venerable sirs, let the Saṅgha hear me. While this legal question of ours is being decided, endless talk arises, and the meaning of not even a single statement is understood. If it is the right time for the Saṅgha, let the Saṅgha settle this legal question by means of a committee (ubbāhikā)."
The Saṅgha selected four bhikkhus of the East (Pācīnaka) and four bhikkhus of Pāṭheyya (Pāṭheyyaka): of the Eastern bhikkhus, the Venerable Sabbakāmī, the Venerable Sāḷha, the Venerable Ujjasobhita, and the Venerable Vāsabhagāmika; of the Pāṭheyyaka bhikkhus, the Venerable Revata, the Venerable Sambhūta Sāṇavāsī, the Venerable Yasa Kākaṇḍakaputta, and the Venerable Sumana.
Then the Venerable Revata announced to the Saṅgha: "Venerable sirs, let the Saṅgha hear me. While this legal question of ours is being decided, endless talk arises, and the meaning of not even a single statement is understood. If it is the right time for the Saṅgha, let the Saṅgha appoint four bhikkhus of the East and four bhikkhus of Pāṭheyya to settle this legal question by means of a committee. This is the motion (ñatti).
"Venerable sirs, let the Saṅgha hear me. While this legal question of ours is being decided, endless talk arises, and the meaning of not even a single statement is understood. The Saṅgha appoints four bhikkhus of the East and four bhikkhus of Pāṭheyya to settle this legal question by means of a committee. Whichever venerable one approves of the appointment of the four Eastern bhikkhus and the four Pāṭheyyaka bhikkhus to settle this legal question by means of a committee should remain silent; whoever does not approve should speak.
"Four bhikkhus of the East and four bhikkhus of Pāṭheyya have been appointed by the Saṅgha to settle this legal question by means of a committee. This is approved by the Saṅgha; therefore it is silent. Thus do I hold it."
