[660] "Venerable sir, is a sitting cloth (nisīdana) without a fringe allowable?" "No, friend, it is not allowable." "Where was it prohibited?" "At Sāvatthī; it appears in the Suttavibhaṅga." "What offense does one thereby commit?" "A pācittiya offense involving cutting (chedanaka)." "Venerable sirs, let the Saṅgha listen to me. This ninth matter has been decided by the Saṅgha. Thus this matter too is contrary to the Dhamma, contrary to the Vinaya, and departs from the Teacher's instruction. This ninth voting-ticket (salākā) I set down."
