[1177] "Venerable sir, when a bhikkhu possessed of how many factors requests that leave be granted (okāsakamma), is it not fitting to grant leave?"
"Upāli, when a bhikkhu possessed of five factors requests that leave be granted, it is not fitting to grant leave. Of what five? He is shameless (alajjī); he is foolish; he is not of regular standing (apakatatta); he speaks with the intention of causing [the other's] downfall (cāvanādhippāyo), not with the intention of [his] rehabilitation (vuṭṭhānādhippāyo). Upāli, when a bhikkhu possessed of these five factors requests that leave be granted, it is not fitting to grant leave.
"Upāli, when a bhikkhu possessed of five factors requests that leave be granted, it is fitting to grant leave. Of what five? He is scrupulous (lajjī); he is wise; he is of regular standing (pakatatta); he speaks with the intention of [the other's] rehabilitation, not with the intention of causing [his] downfall. Upāli, when a bhikkhu possessed of these five factors requests that leave be granted, it is fitting to grant leave."
