[1213] "'Dissension in the Sangha (saṅgharāji),' venerable sir, is spoken of. To what extent, venerable sir, is there dissension in the Sangha but not schism in the Sangha (saṅghabheda)? And to what extent is there both dissension in the Sangha and schism in the Sangha?"
"Upāli, I have laid down the duties of incoming bhikkhus (āgantukavatta) for incoming bhikkhus. When the training rule (sikkhāpada) has been well laid down by me in this way, incoming bhikkhus do not conduct themselves in accordance with the duties of incoming bhikkhus — in this way too, Upāli, there is dissension in the Sangha but not schism in the Sangha.
"Upāli, I have laid down the duties of resident bhikkhus (āvāsikavatta) for resident bhikkhus. When the training rule has been well laid down by me in this way, resident bhikkhus do not conduct themselves in accordance with the duties of resident bhikkhus — in this way too, Upāli, there is dissension in the Sangha but not schism in the Sangha.
"Upāli, I have laid down for bhikkhus the duties for the refectory (bhattaggavatta) in the refectory: according to seniority, according to the number of rains, according to what is fitting — the best seat, the best water, the best almsfood. When the training rule has been well laid down by me in this way, newly ordained bhikkhus obstruct the seats of the elder bhikkhus in the refectory — in this way too, Upāli, there is dissension in the Sangha but not schism in the Sangha.
"Upāli, I have laid down for bhikkhus the duties concerning lodgings (senāsanavatta) with regard to lodgings: according to seniority, according to the number of rains, according to what is fitting. When the training rule has been well laid down by me in this way, newly ordained bhikkhus obstruct the lodgings of the elder bhikkhus — in this way too, Upāli, there is dissension in the Sangha but not schism in the Sangha.
"Upāli, I have laid down for bhikkhus, within the same boundary (sīmā), a single Uposatha, a single Pavāraṇā, a single formal act of the Sangha (saṅghakamma), a single performance of formal acts of every kind (kammākamma). When the training rule has been well laid down by me in this way, right there within that same boundary they make themselves separate, bind themselves together as a faction, and perform a separate Uposatha, perform a separate Pavāraṇā, perform a separate formal act of the Sangha, perform separate formal acts of every kind — in this way too, Upāli, there is both dissension in the Sangha and schism in the Sangha."
