"With reference to whom?" — "With reference to the group-of-six (chabbaggiyā) bhikkhus."
"On account of what matter?" — "On the matter that the group-of-six bhikkhus, knowing, reopened for a further formal act a legal issue that had been settled according to the Dhamma."
