[23] By that Blessed One who knows and sees, the Arahant, the Perfectly Awakened One — where was the first undetermined (aniyata) rule laid down? Concerning whom? On what ground? Is there therein a laying down (paññatti), a supplementary laying down (anupaññatti), a laying down where no occasion had arisen (anuppannapaññatti)? Is it a laying down applying everywhere (sabbatthapaññatti) or a laying down applying to a particular region (padesapaññatti)? A laying down shared by both (sādhāraṇapaññatti) or not shared (asādhāraṇapaññatti)? A laying down for one side only (ekatopaññatti) or for both sides (ubhatopaññatti)? Of the five recitations of the Pātimokkha, in which is it included, in which is it comprised, by which recitation does it come up for recitation? Of the four failures (vipatti), which failure is it? Of the seven classes of offences (āpattikkhandha), which class of offence is it? Of the six origins of offences, from how many origins does it arise? Of the four kinds of legal issues (adhikaraṇa), which legal issue is it? Of the seven means of settlement (samatha), by how many means of settlement is it settled? What therein is discipline (vinaya)? What therein is higher discipline (abhivinaya)? What therein is the Pātimokkha? What therein is the higher Pātimokkha? What is failure? What is success (sampatti)? What is the practice (paṭipatti)? Depending on how many reasons (atthavasa) was the first undetermined rule laid down by the Blessed One? Who train in it? Who are those whose training has been completed? Where is it established? Who bear it in mind? Whose word is it? By whom was it handed down?
