"Where was the saṅghādisesa on account of emitting semen through deliberate effort laid down by that Blessed One who knows and sees, the Arahant, the Perfectly Self-Awakened One?"
"It was laid down at Sāvatthī."

"Concerning the Venerable Seyyasaka."
"On what matter?"
"On the matter of the Venerable Seyyasaka emitting semen through deliberate effort."
"Is there therein a rule (paññatti), a supplementary rule (anupaññatti), a rule laid down before an occasion had arisen (anuppannapaññatti)?"
"There is one rule and one supplementary rule; a rule laid down before an occasion had arisen there is not therein."
"Is it a universal rule (sabbattha-paññatti) or a regional rule (padesa-paññatti)?"
