[692] A bhikkhunī who, on the basis of what has been wrongly grasped and wrongly borne in mind, incites complaint against another, commits two offenses (āpatti): in the act of inciting the complaint, there is an offense of wrong-doing (dukkaṭa); when the complaint has been incited, there is an offense of expiation (pācittiya).
