"Concerning whom?" — "Concerning the bhikkhus of the group of seventeen."
"On account of what matter?" — "On account of the matter that the bhikkhus of the group of seventeen, having spread out bedding in a dwelling belonging to the Saṅgha, departed without putting it away and without informing anyone."
