"It was laid down at Sāvatthī."
"Concerning whom?"
"Concerning several bhikkhunīs."
"On account of what matter?"
"On account of the matter that several bhikkhunīs bathed naked."
There is one laying down (paññatti). Of the six origins of offenses (āpattisamuṭṭhāna), it arises through two origins (as in the Eḷakaloma rule).
