[900] Where there is decision by majority (yebhuyyasikā), there there is resolution in the presence (sammukhāvinaya); where there is resolution in the presence, there there is decision by majority; there is no verdict of mindfulness (sativinaya) there, no verdict of past insanity (amūḷhavinaya) there, no acting according to what is admitted (paṭiññātakaraṇa) there, no pronouncement of aggravated misconduct (tassapāpiyasikā) there, no covering over as with grass (tiṇavatthāraka) there. Where there is verdict of mindfulness, there there is resolution in the presence; where there is resolution in the presence, there there is verdict of mindfulness; there is no verdict of past insanity there, no acting according to what is admitted there, no pronouncement of aggravated misconduct there, no covering over as with grass there, no decision by majority there.
