[359] "So it seems, Lohicca, that whoever should speak thus: 'King Pasenadi of Kosala reigns over Kāsi and Kosala; whatever revenue and produce arises in Kāsi and Kosala, King Pasenadi alone should enjoy it and should not give it to others' — one who speaks thus is a maker of obstruction for those who depend for their living upon King Pasenadi, both you yourself and others. Being a maker of obstruction, he is one lacking compassion for their welfare; in one lacking compassion for their welfare, a hostile mind (citta) is established; and when a hostile mind is established, there is wrong view. Even so, Lohicca, whoever should speak thus: 'Should an ascetic or brahmin here attain a skillful quality (kusala dhamma), having attained a skillful quality he should not inform another — for what can one person do for another? Just as if a man, having cut an old bond, should make another new bond — of just such a kind, I say, is this evil deed, a thing of greed (lobha); for what can one person do for another?' — one who speaks thus is a maker of obstruction for those clansmen who, relying on the Dhamma and Discipline proclaimed by the Tathāgata, attain such lofty distinction — who realize the fruit of stream-entry, realize the fruit of once-returning, realize the fruit of non-returning, and realize arahantship — and for those who mature the divine embryos for rebirth in divine existences. Being a maker of obstruction, he is one lacking compassion for their welfare; in one lacking compassion for their welfare, a hostile mind is established; and when a hostile mind is established, there is wrong view. For one of wrong view, Lohicca, I declare one of two destinations: hell or the animal womb."
