[408] "Whoever" (yo pana): whoever, of whatever sort … "Bhikkhu": … this is the one intended as "bhikkhu" in this sense. "Not appointed" (asammato) means: not appointed by a formal act with the motion as the fourth (ñatticatutthakamma). "Bhikkhunīs" means: those fully ordained in both Saṅghas.
