[412] Being in doubt about an act not in accordance with the Dhamma (adhammakamma), he exhorts an incomplete Saṅgha of bhikkhus, perceiving it as incomplete … being in doubt, he exhorts … perceiving it as complete, he exhorts: an offense of pācittiya.
