[422] When the formal act is legitimate (dhammakamma), perceiving the act as legitimate, if a bhikkhu exhorts (ovadati) a complete Saṅgha of bhikkhunīs perceiving it as incomplete, there is an offense (āpatti) of wrong-doing (dukkaṭa). When the formal act is legitimate, perceiving the act as legitimate, if he exhorts a complete Saṅgha of bhikkhunīs while in doubt, there is an offense of wrong-doing. When the formal act is legitimate, perceiving the act as legitimate, if he exhorts a complete Saṅgha of bhikkhunīs perceiving it as complete, there is no offense.
