[421] When the act is legitimate (dhammakamma), he being in doubt, and the Bhikkhunī Saṅgha is united (samagga): perceiving it as divided (vaggasaññī), he exhorts … being in doubt, he exhorts … perceiving it as united, he exhorts — an offence of wrong-doing (dukkaṭa).
