[420] When the act is in accordance with the Dhamma (dhammakamma), perceiving the act in accordance with the Dhamma as not in accordance with the Dhamma, he exhorts a united Saṅgha of bhikkhunīs perceiving it as divided … he exhorts while in doubt … he exhorts perceiving it as united: an offense of wrong-doing (dukkaṭa).
