[419] When the formal act is legitimate (dhammakamma), perceiving the legitimate act as legitimate, he exhorts a divided (vagga) Bhikkhunī Saṅgha, perceiving it as divided … being doubtful, he exhorts … perceiving it as united, he exhorts: an offense of wrong-doing (dukkaṭa).
