[418] When the formal act is legitimate (dhammakamme), a bhikkhu who is doubtful about it exhorts an incomplete (vagga) Bhikkhunī Saṅgha, perceiving it as incomplete … being doubtful, he exhorts … perceiving it as complete (samagga), he exhorts: an offense of wrong-doing (dukkaṭa).
