Vinayapiṭaka · Bhikkhu Vibhaṅga (1) · Vol. 1 · Section 605

[605] Those bhikkhus should be admonished by the bhikkhus. And thus, Bhikkhus, should they be admonished: the Saṅgha should be informed by a competent and capable bhikkhu: "Venerable sirs, let the Saṅgha hear me. The bhikkhus so-and-so and so-and-so are followers of the bhikkhu so-and-so who is striving for schism in the Saṅgha (saṅghabheda); they are speakers on behalf of the faction. They do not relinquish that matter. If it is the proper time for the Saṅgha, let the Saṅgha admonish the bhikkhus so-and-so and so-and-so for the relinquishment of that matter. This is the motion. "Venerable sirs, let the Saṅgha hear me. The bhikkhus so-and-so and so-and-so are followers of the bhikkhu so-and-so who is striving for schism in the Saṅgha; they are speakers on behalf of the faction. They do not relinquish that matter. The Saṅgha admonishes the bhikkhus so-and-so and so-and-so for the relinquishment of that matter. Whichever venerable one approves of the admonition of the bhikkhus so-and-so and so-and-so for the relinquishment of that matter, let him be silent; whoever does not approve, let him speak. "For the second time I speak on this matter. … For the third time I speak on this matter. "The bhikkhus so-and-so and so-and-so have been admonished by the Saṅgha for the relinquishment of that matter. The Saṅgha approves; therefore it is silent. Thus do I hold it."
