[417] When the formal act (kamma) is legitimate (dhammakamma), a bhikkhu perceiving it as illegitimate exhorts a divided (vagga) Saṅgha of bhikkhunīs, perceiving it as divided: he commits an offense of wrong-doing (dukkaṭa). When the formal act is legitimate, a bhikkhu perceiving it as illegitimate exhorts a divided Saṅgha of bhikkhunīs, being in doubt about it: he commits an offense of wrong-doing. When the formal act is legitimate, a bhikkhu perceiving it as illegitimate exhorts a divided Saṅgha of bhikkhunīs, perceiving it as united (samagga): he commits an offense of wrong-doing.
