[416] When the legal act (kamma) is not in accordance with the Dhamma, perceiving it as a legal act in accordance with the Dhamma: when the Saṅgha of bhikkhunīs is united, perceiving it as divided, he exhorts … being doubtful, he exhorts … perceiving it as united, he exhorts — an offense of pācittiya.
