[415] When the formal act (kamma) is not in accordance with the Dhamma, if he is in doubt, and the Bhikkhunī Saṅgha is complete (samagga) but he perceives it as incomplete, and he exhorts (them) … if he is in doubt and exhorts (them) … if he perceives it as complete and exhorts (them): an offence of pācittiya.
