[414] When the formal act (kamma) is not in accordance with the Dhamma, and he perceives it as an act not in accordance with the Dhamma: if he exhorts a united Bhikkhunī Saṅgha perceiving it as divided … if he exhorts, being in doubt … if he exhorts perceiving it as united — there is an offense of pācittiya.
