[700] **"Whatever" (yo pana):** means whoever, of whatever sort … . **"Bhikkhu":** … this is the bhikkhu intended in this sense. **"At a bhikkhu" (bhikkhussa):** at another bhikkhu. **"Angry and displeased" (kupito anattamano):** dissatisfied, with a stricken mind (citta), with hardness of heart arisen. **"Should raise the palm as a weapon" (talasattikaṃ uggireyya):** he raises the body, or something connected with the body, even so much as a lotus petal — he commits an offense of pācittiya.
