[297] Bhikkhus, these two persons, arising in the world, arise for the welfare of many people, for the happiness of many people, for the good, the welfare, and the happiness of the multitude, of devas and humans. Which two? The Tathāgata, the Arahant, the Fully Self-Enlightened One (Tathāgato arahaṃ sammāsambuddho), and the wheel-turning monarch (rājā cakkavattī). These, bhikkhus, are the two persons who, arising in the world, arise for the welfare of many people, for the happiness of many people, for the good, the welfare, and the happiness of the multitude, of devas and humans.
