[437] Bhikkhus, it is on account of these two reasons that the Pātimokkha has been laid down by the Tathāgata for his disciples … that the recitation of the Pātimokkha has been laid down … the suspension of the Pātimokkha has been laid down … the Pavāraṇā (invitation) has been laid down … the suspension of the Pavāraṇā has been laid down … the act of censure (tajjanīyakamma) has been laid down … the act of subordination (niyassakamma) has been laid down … the act of banishment (pabbājanīyakamma) has been laid down … the act of reconciliation (paṭisāraṇīyakamma) has been laid down … the act of suspension (ukkhepanīyakamma) has been laid down … the granting of probation (parivāsa) has been laid down … the sending back to the beginning (mūlāyapaṭikassana) has been laid down … the granting of penance (mānatta) has been laid down … rehabilitation (abbhāna) has been laid down … restoration to the community (osāraṇa) has been laid down … removal from the community (nissāraṇa) has been laid down … full ordination (upasampadā) has been laid down … the act with a motion (ñattikamma) has been laid down … the act with a motion and one announcement (ñattidutiyakamma) has been laid down … the act with a motion and three announcements (ñatticatutthakamma) has been laid down … the laying down of a rule where none had been laid down … the amending of a rule already laid down … resolution in the presence of the parties (sammukhāvinaya) has been laid down … the verdict of recollection (sativinaya) has been laid down … the verdict of past insanity (amūḷhavinaya) has been laid down … acting upon admission (paṭiññātakaraṇa) has been laid down … decision by majority (yebhuyyasikā) has been laid down … the verdict of aggravated wrongdoing (tassapāpiyasikā) has been laid down … covering over as with grass (tiṇavatthāraka) has been laid down. Which two? For the excellence of the Saṅgha and for the comfort of the Saṅgha … for the restraint of ill-behaved persons and for the comfortable dwelling of well-behaved bhikkhus … for the restraint of taints (āsava) pertaining to this present life and for warding off taints pertaining to lives to come … for the restraint of enmities pertaining to this present life and for warding off enmities pertaining to lives to come … for the restraint of faults pertaining to this present life and for warding off faults pertaining to lives to come … for the restraint of perils pertaining to this present life and for warding off perils pertaining to lives to come … for the restraint of unwholesome states pertaining to this present life and for warding off unwholesome states pertaining to lives to come … out of compassion for householders and for cutting off the faction of those of evil desires … for inspiring confidence in those without confidence and for the increase of confidence in those already confident … for the continuance of the true Dhamma (saddhamma) and for the support of the Discipline (vinaya). It is on account of these two reasons, bhikkhus, that covering over as with grass has been laid down by the Tathāgata for his disciples.
