Vinayapiṭaka · Bhikkhunī Vibhaṅga · Vol. 3 · Section 19

[19] **"Whatever … "** means: whoever, of whatever sort … this is the bhikkhunī intended in this meaning. The Saṅgha called **"united"** is one of common communion, standing within the same boundary (sīmā). **"Suspended"** means: suspended for not seeing an offense, or for not making amends for an offense, or for not relinquishing [an evil view]. **"In accordance with the Dhamma, in accordance with the Vinaya"** means: by whatever Dhamma, by whatever Vinaya. **"In accordance with the Teacher's instruction"** means: by the instruction of the Conqueror (Jina), the instruction of the Buddha. **"Disrespectful"** means: he does not heed the Saṅgha, or an individual, or the [formal] act. **"Not making amends"** means: suspended and not [yet] restored. **"Who has not made [bhikkhus of common communion his] companions"** means: bhikkhus of common communion are called companions; he is not together with them; therefore he is called "one who has not made companions." **"Should follow him"** means: whatever view he holds, whatever persuasion, whatever preference, she too holds that view, that persuasion, that preference.
