[480] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in Jeta's Grove, in Anāthapiṇḍika's park. Now at that time a certain bhikkhunī, without a bodice (asaṅkacchikā), entered the village for alms. In the street, a whirlwind lifted up her outer robes (saṅghāṭi). People shouted out: "Beautiful are the lady's breasts and belly!" That bhikkhunī, being mocked by the people, was abashed. Then that bhikkhunī, having gone to the nuns' residence, told this matter to the bhikkhunīs.
Those bhikkhunīs who were of few wishes … criticized, denounced, and spread it about, saying: "How can a bhikkhunī enter the village without a bodice?" …
"Is it true, as they say, bhikkhus, that a bhikkhunī entered the village without a bodice?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked them: "How, bhikkhus, can a bhikkhunī enter the village without a bodice? This, bhikkhus, is not for the confidence of those without confidence …
"And thus, bhikkhus, let the bhikkhunīs recite this training rule:
"Whatever bhikkhunī should enter a village without a bodice incurs a pācittiya."
