[314] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in Jeta's Grove, Anāthapiṇḍika's monastery. Now at that time the bhikkhunī (bhikkhunī) Thullanandā was using the communal robe (āvasathacīvara) without relinquishing it. Other bhikkhunīs who were menstruating did not get to use it. Those bhikkhunīs who were of few wishes … criticized, complained, and spread it about: "How can the lady Thullanandā use the communal robe without relinquishing it?" …
"Is it true, as is said, bhikkhus, that the bhikkhunī Thullanandā uses the communal robe without relinquishing it?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked her: "Bhikkhus, how can the bhikkhunī Thullanandā use the communal robe without relinquishing it? This, bhikkhus, is not for the confidence of those without confidence …. And thus, bhikkhus, let the bhikkhunīs recite this training rule (sikkhāpada):
"Should any bhikkhunī use the communal robe without relinquishing it, there is an offense entailing expiation (pācittiya)."
