Saṁmappadhānavibhaṅgasuttantabhājanīya

[469] "Arouses energy (vīriya)": therein, what is energy? That arousing of energy (vīriyārambha) which is mental (cetasika) … right effort (sammāvāyāma) — this is called energy. He arouses, thoroughly arouses, practises, develops, and makes much of this energy; therefore it is said, "arouses energy."
