[1083] "For whomever the verbal formation (vacīsaṅkhāra) does not arise, has the mental formation (cittasaṅkhāra) not arisen for that one?" "It has arisen." "Or rather, for whomever the mental formation has not arisen, does the verbal formation not arise for that one?" "There is none."
