[1097] For whom the verbal formation (vacīsaṅkhāra) does not arise, will the mental formation (cittasaṅkhāra) not arise for that one?
For all beings at the moment of dissolution (bhaṅgakkhaṇa) of the mind (citta), at the moment of arising (uppādakkhaṇa) of a mind without applied thought (vitakka) and sustained thought (vicāra), for those who have attained cessation (nirodhasamāpannā), and for non-percipient beings (asaññasattā): for them the verbal formation does not arise, but it is not the case that the mental formation will not arise for them. At the moment of dissolution of the final mind (pacchimacitta) accompanied by applied thought and sustained thought, and for those endowed with a final mind without applied thought and sustained thought: for them the verbal formation does not arise, and the mental formation will not arise.
Or rather, for whom the mental formation will not arise, does the verbal formation not arise for that one?
At the moment of arising of the final mind accompanied by applied thought and sustained thought: for them the mental formation will not arise, but it is not the case that the verbal formation does not arise for them. At the moment of dissolution of the final mind accompanied by applied thought and sustained thought, and for those endowed with a final mind without applied thought and sustained thought: for them the mental formation will not arise, and the verbal formation does not arise.
