[1076] For whomever the verbal formation (vacīsaṅkhāra) arises, has the mental formation (cittasaṅkhāra) arisen for him?
Yes.
Or rather, for whomever the mental formation has arisen, does the verbal formation arise for him?
For all [beings] at the moment of the dissolution of mind (citta), at the moment of the arising of a mind devoid of applied thought (vitakka) and sustained thought (vicāra), for those who have attained cessation (nirodhasamāpanna), and for non-percipient beings (asaññasatta): for them the mental formation has arisen, but the verbal formation does not arise for them. At the moment of the arising of applied thought and sustained thought, for them the mental formation has arisen and the verbal formation arises.
